FOR HIS REPORT. >> GOOD MORNING, AND THINK YOU CHAIR VASQUEZ AND CHAIR MEMBERS. I AM HAPPY TO PROVIDE THE DIRECTORS REPORT. I WILL PROVIDE SOME OFFICE UPDATES AS WELL. AT THE LAST MEETING, WE TALKED ABOUT THE FACT THE STAP PROGRAM HAD TWO VACANCIES. THERE WERE TWO INTERVIEWS GOING ON AT THE TIME, AND I CAN INFORM YOU NOW THEY ARE POLICE DAFT. THEY BASICALLY HAVE A VACANT CONTRACT POSITION AND INTERVIEWS WILL BEGIN SOON. ON JANUARY 31ST HERE RECENTLY, WE SAID GOODBYE TO TWO OF OUR TRAINING TEAM MEMBERS WHO LEFT TO PURSUE NEW OPPORTUNITIES. ONE OF THE TRAINING POSITIONS HAS NOW BEEN POSTED. AND FINALLY, THE DEPARTMENT OF HEALTH AND INDEPENDENT SERVICES IS LOOKING FOR A DEPARTMENTAL PARTNER TO SUPPORT THE DEPARTMENT OVERALL. THEY WILL SUPPORT DHHS AND OTHER PROGRAMS AS WELL AS THE BLIND

CHILDREN'S PROGRAM. THIS POSITION CLOSES MONDAY, FEBRUARY. NOW, FOR UPDATES AND EVENTS. IN AN EFFORT TO STAY BETTER CONNECTED WITH THE DEAF, HARD OF HEARING, COMMUNITIES AS WELL AS THE GENERAL PUBLIC, DHHS WAS ABLE TO ESTABLISH A DELIVERY CHANNEL TO DISTRIBUTE COMMUNICATION MORE EFFICIENTLY.

TWO CHANNELS WERE ESTABLISHED -- ONE FOR GENERAL DHHS TOPICS , ANNOUNCE MINTS, TRAININGS, AND EVENTS, AND THE OTHER CHANNEL FOR BEI RELATED TOPICS. COMMUNICATION TO CERTIFIED INTERPRETERS, COMMUNICATIONS REGARDING THE ADVISORY BOARD, SUCH AS MEETINGS AND EVENTS. AND IF ANY INTERPRETER WHO HAS PREVIOUSLY BEEN RECEIVING EMAILS FROM DHHS AND DID NOT RECEIVE AN ANNOUNCED MEANT, AN ANNOUNCEMENT FROM OUR OFFICE FOR THE DELIVERY, PLEASE GO TO THE AND THAT WILL TAKE YOU TO THE PAGE TO SIGN UP FOR THE GUV DELIVERY SYSTEM. IT'S BEEN A VERY PRODUCTIVE START FOR US ON THE BEI TEAM AND WE LOOK FORWARD TO ALL OF THE POSITIVE THINGS TO COME. ON BEHALF OF THE BEI PROGRAM, WE HAVE A FEW OPERATIONAL UPDATES TO SHARE. IN REGARDS TO OUR PERFORMANCE TESTING PROCESS FOR FISCAL YEAR 2024, WHICH IS WITHIN THE TIMEFRAME OF SEPTEMBER 1ST, 2023, TO JANUARY 31 --

INTERPRETER ERROR -- OF 2024. APPROXIMATELY 20 2000 -- 23 PERFORMANCE APPLICATIONS WERE RECEIVED, WHICH BRINGS US AN AVERAGE OF 45 PER MONTH. APPROXIMATELY 199 APPLICATIONS WERE MARKED COMPLETE. AND APPROXIMATELY 266 PERFORMANCE TASKS WERE SCHEDULED -- HAVE BEEN SCHEDULED ALREADY. AND -- SORRY, LET ME SEE HERE. 184 WERE ADMINISTERED IN REGARDS TO THE BEI DATABASE FOR THE SAME TIME WITHIN FISCAL 2024 , THE INTERPRETERS HAVE UPLOADED 460 IDENTIFICATION DOCUMENTS AND 2766 CEU DOCUMENTS WERE UPLOADED DIRECTLY INTO THEIR REGISTRY. THE INTERPRETERS HAVE ALSO PROCESSED 788 ONLINE PAYMENT, WHICH BROUGHT US AN AVERAGE OF 158 PAYMENTS PER MY MONTH. A TOTAL OF 714 BEI CERTIFICATIONS WERE ISSUED SINCE THE BEGINNING OF FISCAL YEAR 2024. THAT MEANS WE HAVE ISSUED, ON AVERAGE, 143 CERTIFICATES PER MONTH, WHICH IS WONDERFUL. OTHER THAN THAT, THE OPERATIONAL DATA I JUST SHARED WITH YOU -- THE ARELLANO TEAM AND I ARE EXCITED TO SHARE THAT WE HAVE BEEN WORKING ON NEW SOLUTIONS TO IMPROVE OUR TESTING ENVIRONMENT FOR THE TESTING CANDIDATES. WITH THOSE SOLUTIONS, WE ARE MAKING GREAT PROGRESS WITH THE ABILITY TO LEVEL UP THE QUALITY OF OUR TESTING VIDEOS AND THE CANDIDATES EXPERIENCE. AND OF COURSE, BETTER SUPPORT FOR THEM IN THE PROCESS. WE WANT TO HAVE A CONVERSATION DISCUSSION RELATED TO THE ISSUE THAT WE HAVE PREVIOUSLY MENTIONED A COUPLE OF TIMES THAT A COUPLE OF OUR MEETINGS, AND THAT HIS REFERRAL AGENCIES WHO USE UNQUALIFIED INTERPRETERS. ALONG WITH THAT, WE WOULD LIKE TO DISCUSS THE OPPORTUNITY TO STRUCTURE SUBCOMMITTEES -- A SUBCOMMITTEE -- THAT WILL FURTHER LOOK INTO THIS ISSUE AND COME UP WITH SOME POSSIBLE SOLUTIONS THAT WE CAN THEN PRESENT. HARRIS. THIS IS SOMETHING I FEEL LIKE IS A BETTER AVENUE FOR US AS A BOARD TO TAKE. WE TALKED IN THE PAST ABOUT POTENTIAL SANCTIONS AGAINST INTERPRETERS, ESPECIALLY REPEAT OFFENDERS. THE PROBLEM WITH THAT IS THAT IF WE GO TO THE EXTREME OF REMOVING CERTIFICATION, WE ALSO REMOVE OUR ABILITY TO HAVE ANY CONTROL OVER THEIR ACTIONS OR ANY ABILITY TO IMPACT THEIR DECISIONS. I FEEL LIKE LOOKING AT OUR POSSIBILITIES OF WORKING TO IMPROVE BETTER SERVICE QUALITY OR BETTER QUALITY OF SERVICE TO THE COMMUNITY THROUGH REFERRAL AGENCIES HAS THE POTENTIAL TO HAVE A MORE POSITIVE IMPACT. AND I WOULD BE WILLING TO CONTINUE WORKING AND ANYONE ELSE ON THIS SUBCOMMITTEE. I FEEL LIKE THIS IS OUR BEST WAY OF TRYING TO IMPROVE THE QUALITY OF SERVICE AND OUR COMMUNITY EXPERIENCES THROUGH OUR INTERPRETERS.

IS THE USE OF UNQUALIFIED, UNCERTIFIED INTERPRETERS AS BIG A CONCERN AS WE BELIEVE IT IS? BECAUSE THAT'S IMPORTANT . A LOT OF THE COMPLAINTS THAT COME TO US, THOSE ARE THE ONES THAT ARE FILTERED THROUGH THE CHANNELS AND ACTUALLY MAKE IT TO THE BOARD. IT SEEMS LIKE A LOT MAY BE TO US, BUT ONE OF THE THINGS WE CAN START WITH WOULD BE TO CREATE EITHER A SURVEY, A GOOGLE FORM, AND KNOW THAT ONE OF THE THINGS THAT WAS IN THE MINUTES FROM OUR PREVIOUS MEETING WAS FIGURING OUT A WAY TO ALLOW OUR DEAF COMMUNITY TO REGISTER THEIR COMMENTS OR CONCERNS IN THEIR NATIVE LANGUAGE. WE HAD TALKED A LITTLE BIT ABOUT WHAT PLATFORMS MIGHT BE USEFUL FOR US TO BE ABLE TO ACCEPT COMMENTS AND CONCERNS AND AMERICAN SIGN LANGUAGE, RATHER THAN FORCING IT INTO WRITTEN OR SPOKEN ENGLISH. I THINK THAT WOULD BE THE FIRST THING THAT I WOULD RECOMMEND, AND I'D LOVE TO SEE THE REST OF YOUR IDEAS ON THAT.

BUT I FEEL LIKE THE FIRST PLACE TO START IS PROBABLY WITH THE DEAF COMMUNITY TO FIND OUT HOW PREVALENT IS THIS, AND WHAT TYPES OF THINGS WITH A LIKE TO SEE HAPPEN, WHAT TYPES OF THINGS WOULD THEY CONSIDER TO BE EFFECTIVE FOR US TO PARTNER WITH THEM, IF THIS REALLY IS THE ISSUE THAT WE THINK IT IS.

YOU KNOW, JUST THAT WE ARE VERY CLEAR ABOUT OUR GOALS, BECAUSE I ANTICIPATE THAT SOME PEOPLE WHO LIVE IN, PERHAPS, RURAL AREAS, MAY BE HESITANT TO REACH OUT AND TALK ABOUT, YOU KNOW, THINGS. AND MAYBE THEY THINK THAT IF THEY REACH OUT AND GIVE SOME OF THEIR FEEDBACK, THAT IT'S GOING TO MAKE IT EVEN HARDER FOR THEM TO GET INTERPRETING SERVICES IN THEIR AREA. MY CONCERN IS JUST TRANSPARENCY. WE CAN BE AS CLEAR AS POSSIBLE AT THE BEGINNING TO MAKE SURE THAT WE ARE ELICITING AND GETTING THE TYPE OF INFORMATION THAT WE REALLY NEED FROM INTERPRETING SERVICES IN ORDER TO USE THAT TO GUIDE THE RESEARCH FOR THE SUBCOMMITTEE. AND TO RECEIVE THAT LICENSE, THEY HAVE TO FOLLOW CERTAIN CREDENTIALS. AND IF THEY ARE USING UNCERTIFIED OR UNQUALIFIED INTERPRETERS REPEATEDLY, IT COULD IMPACT THEIR LICENSING WITH THE STATE. I THINK MY QUESTION, I'D LIKE TO HEAR A CLEAR DELINEATION BETWEEN THE JOB DESCRIPTIONS FOR COMMUNICATION ASSISTANT, SUPPORT SPECIALIST, AND CERTIFIED INTERPRETER, AND JUST SOME COLLABORATION BETWEEN US AND TA TO ENSURE THAT OUR STUDENTS ARE GETTING THE INTERPRETING SERVICES THAT THEY NEED. THE QUESTIONS THAT COME TO MIND IMMEDIATELY ARE, NOT JUST THE SKILL LEVEL, BUT THE CERTIFICATION LEVEL OF THE INTERPRETERS AND RESEARCH HAS SHOWN THAT A HIGHER SKILL INTERPRETER ARE BETTER SERVED AT THE LOWER END OF THE EDUCATIONAL SYSTEM, FROM PRE-K, KINDERGARTEN, FIRST AND SECOND GRADE. WHERE LANGUAGE IS DEVELOPING, AND OFTEN, THE INTERPRETERS ARE THE ONLY LANGUAGE MODELS THAT THESE KIDS HAVE WITH MAYBE BASIC LEVEL INTERPRETERS SHIP. SO JUST SOME COLLABORATION WITH TEAM A TO SEE, HOW DO THEY DEFINE THOSE THREE ROLES? MUNICATION ASSISTANT, TECH SUPPORT SPECIALIST, AND A CERTIFIED INTERPRETER. AND THEN, SOME CLARITY ON HOW IS THERE ANY CONSISTENCY ON WHERE DIFFERENT LEVELS OF INTERPRETERS ARE USED WITHIN THAT SCHOOL SETTING.
